DISTRICT ANANTNAG

10.1 Situated 55 Kms of south-east of Srinagar, Anantnag District lies between 30°-30′ to 34°-15′ north latitude and approximately 70° to 75° east longitude. Having an area of 76,140 hects, as per revenue papers, the district is contiguous to District Pulwama in the north-west and District Srinagar in the north. The District is bounded in the east by Districts of Doda as well as Kishtwar while District Kulgam falls on its west and Kargil on its north east.

10.2 The District acquires the name from its main town, which during the Hindu Rule was named after the spring situated within it. The town had gained significance during Auranzeb’s time when his governor Islam Khan laid out a garden here for the Mughal Emperor and the place was named after him as “Islam-abad”. Subsequently during the Dogra Rule Maharaja Gulab Singh re-christened the town as Anantnag. Although the town is officially called Anantnag but publicly this town is still commonly called by both the names.

10.3 Anantnag as Wazarat head quarter, dating far back, has been one of the administrative divisions since 1872. In 1892 Srinagar was even made part of Wazarat Anantnag.

After 1947 the nomenclature of “Wazarat”was changed and re-designated as “District”. In 1951 Srinagar District was created as an independent entity carved out of Anantnag and Baramulla Districts.

10.4 The National Highway 1-A, which is the main overland approach to the valley connecting Jammu with Srinagar passes through the District immediately after crossing the famous Jawahar Tunnel “The Gateway of Kashmir” across the Pir Panjal mountainous range. The District with better location and developed infrastructure has by virtue of its internal road network easy accessibility almost to all the places within the District.

10.5 The District is famous for its springs, health resorts and places of religious importance and of historical significance. Anantnag has an abundance of springs which is locally called “Nag”. Verinag – 26 kms from Anantnag emanating from the foothills of pine forests is the main source of the major river of the valley the “Jehlum”. Kokernag the well known sweet water spring with trout hatcheries, Achabal spring surrounded by beautiful garden laid out during the Mughal period, and Martand (Mattan) spring with religious significance are the places of tourist attraction.

Situated at a height of 2195 meters above sea level, Pahalgam is the premier summer resort besides being the starting point for the pilgrims to Amarnath cave located at an altitude of 3963 meters above sea level. The majestic Martand temple situated at a distance of 5 Kms from Anantnag is one of the important archaeological sites of the country.

10.6 Agriculture is the mainstay of about 80% of population. On account of fertile lands with better productivity, the District is known as “Granary of Kashmir”. The lower part of the District is flood prone. In the higher reaches there is dry and fresh fruit-culture. Breng area of the district enjoys the monopoly in the production of quality walnut while Shahabad is known for production of quality apple.

10.7 Government order no. 947/GAD of 2006 dated 31st July 2006 sanctioned the creation of new administrative units creating Kulgam District out of the existing Anantnag District. In connection with the fixing of geographical boundaries between the Districts of Kulgam and Anantnag various suggestions were put forth by cross section of people. The matter was discussed with the District administration for knowing their view point. The Committee visited different areas of these Districts for making an on spot assessment.

The suggestions/demands presented to the Committee are summed up as under:-

i. It was suggested to consider the National Highway-1A as the dividing line between the districts of Anantnag and Kulgam beyond Wanpoh upto Vessu. The Committee accompanied by the administrative machinery had an occasion of visiting the area. The proposed suggestion involves the transfer of three villages namely Nowatoo, Chirhamma and Lalipora- Malpora from Halqa Larm-Gangipora as well as four villages viz Neerpora, Furrah, Zudder and Bumthan of Halqa Neepora (total seven villages) from Kulgam Tehsil to Anantnag Tehsil. 


All the seven villages which are presently part of Kulgam Tehsil fall on the left side of National Highway while approaching from Srinagar in the strip between Wanpoh and Vessu. The residents of these villages forcefully demanded for the inclusion of these villages in Tehsil Anantnag on the ground of being situated near the town Anantnag with easy road connectivity.

ii. During the visit of Committee the residents of Larm-Gangipora also

represented for the transfer of their village to Tehsil Anantnag on the

grounds of their, nearness and easy connectivity with Anantnag. Within

this strip of National Highway village Larm-Gangipora is situated on both

sides of the road. Deputations from some of the villages falling on the

right side of national highway also represented for the inclusion of their

villages in Tehsil Anantnag.

iii. Further, it was suggested to exclude six villages namely Mandhole,

Yarhole-Babapora, Chandan-Pajan, Bonigam, Nawa and Baihamma of

Tehsil Dooru for their inclusion in Tehsil Kulgam. All these villages fall

on the right side of National Highway beyond village Vessu towards

Qazigund and are presently part of Qazigund Niabat. On the visit of

Committee some of the villages also desired for their inclusion in Kulgam

Tehsil for the sake of public convenience as Tehsil Dooru is far away to

them than Kulgam.

iv. Various deputations as well as respectables of C.D.Block Qazigund

represented for the creation of Tehsil at Qazigund. Although the creation

of new administrative unit like Tehsil Qazigund has not been within the

scope of the Committee, the deputationists and the respectables from

Qazigund area inter-alia opposed any sort of alteration, inclusion or

exclusion of area in respect of the existing position or rearrangement of

the villages of their niabat or block since they apprehend, that such a move

would jeopardize the prospects of their claims for tehsil.

10.8 Considering the above suggestions, the representations, the views expressed by

District administration, the interaction held with various sections of people followed by

the spot visits, the Committee makes the following recommendations:-

i. From the view point of public and administrative convenience the

committee recommends the transfer of seven villages namely Nowatoo,

Chirhamma, Lalipora-Malpora, Neepora, Furrah, Zudder and Bum-than

with an approximate population of 10,272 souls (as per census 2001)

having an area of about 971 Hect from Tehsil Kulgam to Tehsil

Anantnag. All these villages fall on the left side of National Highway in its

strip from Wanpoh to Vessu.

ii. Village Larm-Gangipora with a population of 3,859 souls (as per census

2001) and area of 244 Hect is presently part of Kulgam Tehsil and falls on

both sides of the National Highway. Basically Larm-Gangipora is one and

the same village. Part of this village falling on the left side of National

Highway is known as Larm and the part on the right side is called

Gangipora. While the population of Gangipora is comparatively higher

than Larm but the area wise position is vice-vessa. Since it is not prudent

to divide a village; so the Committee recommends the transfer of village

Larm-Gangipora to Tehsil Anantnag from Tehsil Kulgam.

iii. Consequent up on the above discussed changes shown under sub-paras (i)

& (ii) above in respect of four villages namely Nowatoo, Chirhamma,

Lalipora Malpora and Larm-Gangipora of erstwhile Halqa Larm-

Gangipora and in respect of four villages namely Neepora, Furrah, Zudder

and Bumthan of erstwhile Halqa of Neepora (total eight villages) it is

proposed by the Committee that the competent authority in the Revenue

department may take necessary action for the re-organization of these

villages for the purposes of determining/formation of Patwar Halqa/Halqas

within Tehsil Anantnag.

iv. Accordingly, the Committee also proposes the competent Revenue

authorities to take action regarding the re-organization of left out villages

of erstwhile Halqas Neepora and Larm-Gangipora still continuing with

Tehsil Kulgam for the purposes of formation of Halqa/Halqas. The left out

villages are Khudwani, Bagh Khudwani, Bagh Wanpoh, Mughal Bagh,

Khrewan Lassipora and Bagh Sekloo of erstwhile Halqa Larm-Gangipora

and Nowgam, Akhran and Palpora of erstwhile Halqa Neepora.

v. On the same considerations as mentioned in sub-para (i), above the

Committee recommends the transfer of six villages falling on the right side

of National Highway within its road strip beyond Vessu towards Qazigund

from Tehsil Dooru to Tehsil Kulgam. Villages to be transferred are village

Mandhol and Chandan Pajan of Halqa Vessu with a population of 4058

souls (as per census 2001) and 285 Hects of area as well as transfer of

villages Yarhoh Baba pora, Nawa, Baihama and Bonigam of Halqa Nassu

Badragund with 4821 persons (as per census of 2001) and an area of 357.5

Hects from Tehsil Dooru to Tehsil Kulgam.

vi. Committee proposes the competent authority in the Revenue department to

take action regarding the re-organization of six villages transferred to

Kulgam Tehsil for the determination of their Halqa/ Halqas.

vii. Like wise the Committee also proposes the competent authority in the

Revenue Department to take action regarding the re-organization of left

out villages of Halqa Vessu and Nassu within Tehsil Dooru for their

Halqabandi.

10.9 The Committee feels that the change affected vide Govt. Order No. Rev(s)

134 of 2002 of x-7-2002 regarding the transfer of 27 villages from Kulgam Tehsil to

Tehsil Bijbehara (17 villages) and Anantnag (10 villages) being feasible from the view

point of public convenience need not be disturbed.

However, the anomaly in respect of the jurisdiction of Niab Tehsildar

Arwani simultaneously exercising powers and control over 17 villages of Tehsil

Bijbehara as well as on 10 villages of Tehsil Kulgam merits rectification.

10.10 With the creation of Tehsil Kokernag the number of Tehsils in District

Anantnag has risen to six namely Anantnag. Bijbehara, Dooru, Kokernag Shangus and

Pahalgam. The District comprises 94 Patwar Halqas with 393 villages. There are six C.D.

Blocks having 158 Panchayats. The total population of the District is of the order of 7.37

lac souls (as per 2001 census). Tehsil Anantnag is thickly populated while compared to

other Tehsils. Total area of the reorganized district would be 76,710.5 Hects.

10.11 The Halqa wise and village wise details for District Anantnag are given at

Appendix X-1 and map of the district is at Appendix X-2.

TEHSIL KOKARNAG (DISTRICT ANANTNAG)

10.12 Named after the famous place of tourist interest, the newly created Tehsil

Kokernag is touching Tehsil Chatroo of District Kishtwar on its east with the ridge of

Margan top as the dividing line and has Tehsil Anantnag on its west and north-western

side. It is flanked by Tehsils Dooru and Shangus on its southern and northern sides,

respectively. With the creation of Tehsil Kokernag the strength of Tehsils in District

Anantnag has risen to six.

10.13 Tehsil Kokernag with the hilly terrain and being surrounded on three sides by

mountains with forest vegetation is in the shape of a small valley. Almost this whole belt

is also known as “Breng” which owes its name to “Breng Nallah” rising in the Pir Panjal

range and after traversing, irrigating as well as draining the whole area merges with the

river Jehlum as a right bank tributary. Likewise the C.D. Block of this area for 32

Panchayats comprising 44 villages, as a basic unit of development, is named as “Breng

Block”, though the block office is also at Kokernag. During the Mughal period “Breng”

was one of Parganas of Anantnag. This area known for its tourist resorts, like Duksum

and Kokernag, has considerable potential for development. The commissioning of an

alternate route to Kishtwar from Srinagar via Kokernag has added to its prominence.

10.14 In connection with determination of the geographical limits of Tehsil Kokernag

various deputations as well as public representatives have contacted the committee with

their demands and suggestions. Also on the eve of its visit the committee had occasion to

have an interaction with the people. The subject matter was discussed with the District

Administration for knowing their view point. Main demands/ suggestions put forth and

the Committee’s recommendations therefore are as under:-

i. On the basis of public convenience, nearness and greater contacts with

Kokernag; the respectables of Halqa Vio-bemdoora repeatedly and

forcefully pleaded for the transfer of six villages of this Halqa to Tehsil

Kokernag from Tehsil Dooru. Substantiating their plea they even quoted

the case of territorial jurisdiction of C.D. Block Breng over these six

villages. The said demand had been supported by the Wazir Commission

also in its report as back as 1983.

Accordingly, in view of above, coupled with the topography and

location of the area, the committee recommends the transfer of Halqa Viabemdaroo

comprising six villages namely Via-bemdaroo, Lisser

Chowalgam, Rakh Lisser, Gee bou, Utterhall and Takya Ahmad Shah

from Tehsil Dooru to Tehsil Kokernag. Consequent upon the above and

on the basis of contiguity, the proposed Halqa is recommended to be part

of Niabat Sagam Tehsil Kokernag.

ii. For the exclusion or continuance of Halqa Akingam with Tehsil Kokernag

there were divergent suggestions. On the basis of being part of Niabat

Sagam (Kokernag) it was demanded by some people to continue this

Halqa as constituent of Tehsil Kokernag while on the contrary on account

of its being part of C.D. Block Achabal, it was suggested to allow the said

Halqa to be a part of Tehsil Anantnag. During the interaction even some

people maintained that it is immaterial for this Halqa to be either part of

Kokernag or that of Anantnag as both these headquarters are equidistant

from this Halqa.

Halqa Akingam with a population of about 9423 souls

comprising six villages is equidistant from Anantnag and Kokernag with

easy accessibility from both sides and is situated enroute the Anantnag–

Kokernag road. This Halqa is part of Niabat Sagam (Kokernag) and comes

within the C.D.Block Achabal but falls within the territorial jurisdiction of

Munsif Vailoo not- withstanding the fact that the subordinate courts at

Anantnag are nearer to this Halqa than Vailoo. Even after the Tehsil

Kokernag having been carved out of the erstwhile Tehsil Anantnag the

strength of the villages still left with Tehsil Anantnag is more than double

the total villages of Tehsil Kokernag i.e. 123 villages of Tehsil Anantnag

against 45 villages of Kokernag. Besides other criterion the spirit of

rationalization merits the consideration/ distribution of areas of activities,

to the possible extent, amongst the units in a balanced manner. So with

this point in view, the issue of Halqa Akingam which is equidistant from

Kokernag as well as Anantnag and is presently part of Girdwar/ Niabat

unit of Sagam (Kokernag) deserves disposal.

The Committee recommends that the limits of Niabat Sagam as

a whole be co-extensive with Tehsil Kokernag thereby making Halqa

Akingam comprising six villages namely Akingam, Bodoorah, Amar

Khar, Hadpora, Mohri Pora and Damhall part of Tehsil Kokernag.

iii. Presently, Halqa Hakoora-Badasgam is part of Tehsil Dooru and during its

visit by the committee some people from Hakoora-Badasgam represented

before it for the inclusion of their Patwar Halqa in Tehsil Anantnag and

some of them requested for the transfer of said Halqas to Kokernag while

some wanted to continue with Dooru. In view of the conflicting views and

on account of other factors like location etc., the Committee does not feel

it desirable to disturb its present setup.

10.15 The final position which emerges in respect of Tehsil Kokernag is as

under:-
